Paris, December 23 – In a decisive move to combat the growing recreational use of nitrous oxide, often referred to as “laughing gas,” the Seine-Saint-Denis prefecture has implemented a ban on its sale to individuals. The measure, effective from December 20, 2025, to January 20, 2026, also prohibits its possession, transport, and consumption during this period.
A Growing Concern: Recreational Use of Nitrous Oxide
Nitrous oxide, primarily used in culinary applications, has alarmingly become the third most consumed toxic substance among young people in Paris for its recreational effects in 2025. This trend has prompted authorities to take stricter action beyond existing regulations.
“The inhalation of nitrous oxide is a source of serious danger for consumers as well as for third parties,” the prefecture stated in its announcement. While a 2021 law already prohibits sales to minors and in bars and tobacco shops, the new prefectural decree significantly expands these restrictions.
Health Risks Associated with Nitrous Oxide
The prefecture highlighted the immediate and long-term health risks associated with nitrous oxide inhalation. Casual users may experience dizziness, loss of consciousness, and cold burns. Prolonged use can lead to severe neurological disorders, underscoring the critical need for intervention.
Nitrous Oxide Linked to Accidents
In recent months, nitrous oxide has been implicated in a rising number of serious and even fatal accidents. “Road accidents attributable to nitrous oxide are becoming more frequent, with side effects that can occur within 30 to 45 minutes following inhalation,” the prefecture noted. However, precise statistics linking laughing gas consumption to road accidents are challenging to compile, as traces of the substance disappear from the blood within 30 minutes.
This situation has led some associations to advocate for a further tightening of legislation. Other elected officials are pushing for strict regulation of sales to professionals, mirroring the current decree in Seine-Saint-Denis.
