On January 6th, from 7:00 PM to 9:00 PM, the National Commission for Public Debate (CNDP) will host a conference-debate at the Chamber of Commerce and Industry (CCIR) Auvergne-Rhône-Alpes in Lyon. The event, also accessible online, will focus on the legislative and regulatory evolutions of the electricity transmission network (RTE).

Key Discussion Points

The conference will be divided into two main sequences:

Sequence 1: RTE’s Challenges and Prioritization Criteria

A round table will gather representatives from RTE, state, and regional authorities to discuss:

  • Initial feedback from the debate team regarding territorial issues.
  • Territorial needs and expectations concerning the development of the electricity network (industry, ZIBAC, electrification).
  • RTE’s prioritization level for the territory (P2 and P3 zones).

Sequence 2: Necessary Legislative and Regulatory Evolutions

This session will feature a round table with RTE, institutional and regulatory actors, as well as testimonies from associations and industrialists. Topics will include:

  • The regulatory framework governing connection prioritization.
  • The potential evolution from a “first come, first served” principle to a “first ready, first served” approach.
  • The decarbonization of industry in the face of large consumers like data centers.

The meeting will also provide an opportunity to gather testimonies from stakeholders in the Auvergne-Rhône-Alpes region.

Distinguished Speakers

The event will include interventions from:

  • François CHAUMONT, RTE Delegate Auvergne-Rhône Alpes
  • Philippe GUERAND, President of the CCI Auvergne-Rhône Alpes
  • Simon YASPO, Deputy Director of the Regional Directorate (ADEME)
  • Adrien MANCHON, Deputy Director of Networks (CRE)
  • Yves MARIGNAC, Spokesperson for the NégaWatt association

  • Testimonies from industrialists

Event Details

The conference will take place at the CCIR of Lyon, located at 32, Quai Perrache, Lyon. Interested participants are encouraged to register to attend this public meeting. This debate is part of a broader public consultation on the future of the electricity network, which began on September 4, 2025, and is scheduled to conclude on January 14, 2026. The consultation aims to gather public input on RTE’s ten-year network development plan (SDDR), which involves approximately 100 billion euros in investments by 2040 to address aging infrastructure, climate change adaptation, and the integration of new energy sources like wind and nuclear power. Following the debate, a detailed report summarizing the arguments and recommendations will be prepared within two months by the special commission. RTE will then have three months to respond and decide on the continuation of the ten-year plan. [debatpublic.fr](https://www.debatpublic.fr/reseau-electrique-en-debat/les-suites-du-debat-7847)
