These measures impacted an estimated 100,000 inhabitants. A 1-kilometer exclusion zone was established around the industrial site, leading to significant disruptions. The A7 motorway was closed in both directions, and both rail and river traffic were halted as a precautionary measure.
Confinement Lifted and Normalization of Traffic
As of 5:52 PM on Monday, December 22, 2025, the Rhône prefecture officially announced the lifting of confinement measures for all four affected communes. Concurrently, circulation on the A7 motorway was reopened, and both railway and river traffic resumed. This decision indicates that the immediate danger posed by the explosion and fire had been brought under control, and the air quality was deemed safe for residents.
The Elkem Silicones plant is classified as a Seveso “upper-tier” site, indicating the presence of dangerous substances in large quantities and requiring stringent safety regulations and emergency preparedness plans.
