Rue Bugeaud Renaming Sparks Heated Debate in Lyon City Council
Lyon, July 6, 2026 – The proposal to rename Rue Bugeaud in Lyon’s 6th arrondissement has ignited a contentious debate within the City Council. The reflection, initiated by the City of Lyon’s History and Memory Committee, has faced significant resistance from right-wing political factions, who criticize both the methodology and the underlying political motivations.
History and Memory Committee at the Heart of the Controversy
Established in September 2025 and recently re-approved by the municipal council for the duration of the mandate, the City’s History and Memory Committee (CHMD) is tasked with accompanying the municipality in its memory-related choices, particularly concerning public spaces, and fostering dialogue between institutions, academics, civil society, and associations. Its creation had already raised concerns among Lyon’s right-wing, who feared the committee would become a ‘moral and scientific endorsement for political decisions made upstream.’
The controversy resurfaced on June 25 when discussions surrounding the potential renaming of Rue Bugeaud reached opposition elected officials, who claimed they had not been involved. Romain Billard (LR) vehemently denounced these ‘thug methods,’ criticizing the lack of information provided to the arrondissement’s mayor and the sudden summoning of technical and administrative services.
Political Tensions and Historical Interpretations
Beyond procedural issues, Billard also accused the municipal power of being ‘impotent, retreating to symbolic issues due to its inability to act as much as it would like on major public policies.’ On the substance of the matter, Samuel Soulier (Horizons), the mayor of the 6th arrondissement, argued against removing the name, stating, ‘Removing this name means forgetting this part of history, which must be remembered. We are not here to honor it; we wanted an alternative solution.’
The proposed alternative was to honor a namesake, Pierre Bugeaud, a resistance fighter taken prisoner of war by Nazi Germany, rather than Thomas Robert Bugeaud, the senior officer responsible for massacres during the colonial conquest of Algeria. However, Aline Guitard (PCF), Deputy for Memories, pointed out the administrative complexities, explaining that ‘changing the first name would also change the address,’ leading to numerous complications for residents and postal services. She suggested, ‘There’s no need to put Pierre Bugeaud’s first name; we can leave it as Rue Bugeaud since it doesn’t say Rue Marshal Bugeaud.’
A Matter of Conscience and Political Stance
The debate extends beyond administrative concerns, becoming a clear political and moral issue. Romain Billard emphasized, ‘All residents and professionals who question this renaming are not, by principle, colonialist fascists who do not deserve your consideration.’
Conversely, Albert Lévy (LFI) countered, ‘Hundreds, thousands of people perished under his hands and his yoke. […] That it bothers the right is not our problem. It is your conscience against those who denounce Bugeaud and who are legitimate in denouncing him.’
The City of Lyon’s decision to rename Place Abbé Pierre further highlights the municipality’s commitment to re-evaluating its public spaces and their historical significance.
