Lyon Hosts Inaugural Regional Defense Correspondents Summit
Lyon, July 7, 2026 – The city of Lyon recently played host to a significant gathering of nearly 500 defense correspondents from the South-East zone. The inaugural Regional Defense Correspondents Summit, held on July 2, 2026, underscored the vital role of these municipal elected officials in fostering a strong link between the armed forces and the nation, particularly in the face of contemporary global challenges.
Organized by General Alain Lardet, Military Governor of Lyon, and presided over by Madame Catherine Vautrin, Minister of the Armed Forces and Veterans, the event served as a platform to reinforce the importance of local communities in national preparedness and cohesion. Defense correspondents, appointed within municipal councils, act as crucial intermediaries between the armed forces, institutions, local authorities, and citizens.
Understanding Global Fractures and National Resilience
The summit aimed to provide attendees with a deeper understanding of current global geopolitical shifts, clarify their missions, and facilitate the sharing of experiences. Following welcome remarks from civil and military authorities, General Geay de Montenon, Commander of Land Forces, delivered a key address on the evolving international landscape.
His intervention shed light on the repercussions of these global upheavals on national territory, emphasizing the critical importance of sovereignty, national cohesion, and collective resilience. A subsequent roundtable discussion involved representatives from the Army Staff, the South-East Defense and Security Zone Prefecture, and EDF. This session delved into the various vulnerabilities the nation might face, ranging from security and climate-related threats to technological and informational challenges.

Throughout the day, defense correspondents engaged directly with civil and military stakeholders involved in national defense and security. These interactions were instrumental in defining their roles within municipalities more precisely, sharing best practices, and highlighting local initiatives promoting youth engagement, civic duty, remembrance, and the armed forces-nation bond.
The correspondents, thanks to their close proximity to residents and their intimate knowledge of the terrain, form a dynamic network capable of disseminating a culture of defense and raising public awareness of contemporary issues. A video testimony from Madame Sovsun, a Ukrainian Member of Parliament, further illustrated the responsibility of elected officials in maintaining collective trust when a territory confronts a crisis or conflict.

A dedicated Q&A session allowed defense correspondents to interact with representatives from the Institute of Higher National Defense Studies (IHEDN), the National Service and Youth Directorate, the South-East Defense and Security Zone Joint Command, and the National Cohesion Division of the Army Staff. Discussions covered training, engagement mechanisms, national service, operational reserves, and potential actions to be implemented at the municipal level.
Monsieur Julien Dive, Member of Parliament for the second constituency of Aisne, then presented the main recommendations from a study conducted in 2025 and 2026 on the role of defense correspondents.
Strengthening Cooperation Between the Armed Forces and Local Authorities
The afternoon sessions highlighted the significant contributions of local authorities and economic actors to the development of defense awareness. The day concluded with the signing of a partnership agreement between the Ministry of the Armed Forces and Veterans and the Auvergne-Rhône-Alpes Region.
