Paris, September 8, 2026 – The Foncière de la Ville de Paris is set to launch a significant initiative to address housing affordability in the capital. Beginning September 3, 2026, applications will progressively open for 122 new housing units under the ‘Bail Réel Solidaire’ (BRS) scheme. These properties, located in the 14th, 18th, and 19th arrondissements, offer a unique opportunity for eligible households to purchase a home at an average price of €5,000 per square meter, substantially below market rates.

Understanding the ‘Bail Réel Solidaire’ (BRS) Scheme

The ‘Bail Réel Solidaire’ (Solidarity Real Estate Lease) is an innovative mechanism designed to make homeownership more accessible in high-demand urban areas. Its core principle involves separating the ownership of the building from the ownership of the land. Under this scheme, the buyer acquires ownership of their apartment, while the land remains under the ownership of a ‘Organisme Foncier Solidaire’ (OFS – Solidarity Land Organization). In return, the homeowner pays a moderate monthly fee for the occupation of the land. This mechanism ensures that housing prices remain affordable in areas with highly competitive real estate markets, such as the Île-de-France region.

This program is exclusively available to households wishing to acquire their primary residence and whose incomes adhere to the legal ceilings currently in force. With an average price of €5,000/m², these homes represent a remarkable opportunity for homeownership in Parisian arrondissements where market prices typically exceed double this amount.

Six Programs Across Three Arrondissements

The 122 apartments are distributed across six distinct locations within the 14th, 18th, and 19th arrondissements of Paris. Application periods will open progressively between September 3 and October 4, 2026, depending on the specific development. Following each call for applications, an independent selection committee will review the submitted dossiers and designate successful households based on a predefined scoring grid.

The first batch of applications opened on September 3, featuring 20 units on Avenue de la Porte de la Villette (19th arrondissement). These apartments, comprising one- and two-bedroom units, are part of a mixed-use building that also includes student residences, social housing, and commercial spaces. All units boast a closed loggia and dual orientation. On September 16, 10 units on Rue Armand Carrel (19th arrondissement) will become available. These are located in a new six-story building featuring a vegetated roof and large bay windows, close to the Parc des Buttes-Chaumont.

September 25 will see the launch of two more operations. The first includes 15 units on Rue Lamarck (18th arrondissement), situated in a fully converted former 1920s garage, offering open views of a garden. The second consists of 2 units in the Lepage lot at Saint-Vincent-de-Paul (14th arrondissement), integrated into a participatory housing project within the former hospital site currently being transformed into a new neighborhood.

Finally, October 4 will mark the simultaneous opening of two operations in the 18th arrondissement:

  • 35 units within building F of the Hébert district, entirely dedicated to BRS access, organized around a central garden and rising up to eleven floors facing the railway lines.
  • 40 units on Boulevard Ney, near Porte de Clignancourt, ranging from one-bedroom to four-bedroom apartments, featuring dual orientation or through-plan configurations to maximize natural light.

Application Process and Eligibility

To apply, interested households must visit the Foncière de la Ville de Paris website and select their desired operation. An online eligibility check is available before completing the application file. The entire procedure is digitized. Applications are then reviewed by an independent selection committee, which selects the highest-ranked households according to an established scoring grid.

The average price of €5,000/m² applies to all six programs in this commercialization wave. A moderate monthly fee is added to the acquisition price, in exchange for the occupation of the land owned by the solidarity land organization.

This initiative represents a significant step towards making homeownership a reality for more Parisian residents, fostering a more inclusive and equitable housing market within the city.
