New Paris Mayor Emmanuel Grégoire to Earn Nearly €10,000 Gross Monthly
Paris, March 24, 2026 – Emmanuel Grégoire, the newly elected Mayor of Paris, will receive a gross monthly salary of nearly €10,000, a figure significantly higher than the majority of French citizens. This announcement follows his decisive victory in the second round of the municipal elections and precedes his official installation in the coming days. The revelation of these figures comes amidst ongoing discussions about the transparency of elected officials’ remuneration.
Remuneration Framework and Transparency Efforts
While not yet officially installed as Mayor, Emmanuel Grégoire, a socialist, is transitioning from his role as a deputy. His new position will come with an indemnity outlined by the General Code of Local Authorities (CGCT). The City Hall, in October 2025, had proactively published the amounts received by its elected officials in a bid for greater transparency, a move that followed controversies surrounding the representation expenses of some arrondissement mayors.
Mayoral Salary: A Closer Look
The remuneration for mayors varies significantly based on the size of the commune. For instance, a mayor of a village with fewer than 500 inhabitants earns €1,155.06 gross per month, while a mayor of a city with over 100,000 inhabitants receives €5,960.26 gross monthly. However, these amounts can be exceeded if the municipal assembly decides, provided they remain within legal limits.
In Paris, this is indeed the case. According to the city, former Mayor Anne Hidalgo earned €9,719.77 gross per month, a capped amount. This translated to €6,984.20 net before taxes and €4,901.94 after tax deduction at source. This figure was notably cited by Hidalgo in autumn 2025 during a heated exchange with Rachida Dati at the Paris Council, where Hidalgo challenged Dati to live on the Mayor’s net salary.
According to the Observatory of Inequalities, which bases its data on INSEE figures, this indemnity surpasses the salaries of 97% of French citizens, with half earning less than €2,190 per month. Nevertheless, the Mayor’s indemnity remains considerably lower than that of leaders in other major metropolises. For example, the Mayor of New York receives an annual salary of $258,750 (approximately €223,330), equating to about $21,500 (€18,557) per month.
Arrondissement Mayors and Other Officials
For arrondissement mayors, the indemnity is lower, at €5,960.26 gross per month, or €4,363 net before tax. Deputies to the Mayor receive the same remuneration. Delegated Paris councillors earn €5,061.08 gross, or €3,695 net before tax. Finally, Paris councillors receive €4,526.71 gross monthly, or €3,382 net monthly, for their duties.
Representation Expenses Under Scrutiny
In addition to their mandates, mayors in Paris also benefit from representation expenses. Introduced in 2001, these envelopes amount to €19,720 annually for the Mayor of Paris and €11,092 for an arrondissement mayor, which is €998 monthly. These are maximum limits. The defeated mayor of the 8th arrondissement, Jeanne d’Hauteserre (LR), had notably justified her €35,779.65 in expenses by the purchase of numerous chic clothes within her territory, an act that, while legal, drew significant criticism and commentary.
