Paris, France – An after-school animator in the 15th arrondissement of Paris, who had previously been the subject of multiple reports for psychological violence against children, is now facing three complaints of child rape. This unsettling revelation, uncovered by France Inter, highlights a disturbing pattern of alleged negligence and systemic failures within the Parisian after-school care system.

The accused animator, whose name has not been released, is currently suspended from his position at the Volontaires kindergarten. Disturbingly, he had been quietly transferred in December from another school, Saint-Dominique kindergarten in the 7th arrondissement, following a series of complaints dating back to September for shouting and psychological abuse towards children.

The First Alarms: A Mother’s Heartbreaking Testimony

One mother, who wishes to remain anonymous, shared her harrowing experience with France Inter. She received an email in early February from her son’s school director, informing her of a child rape complaint against an animator. Upon questioning her three-year-old son, the child immediately named the accused animator, burst into tears, and said, “it hurts my bottom.” Despite the gravity of the accusation, the mother states her son has yet to be interviewed by the brigade for the protection of minors.

This mother, among others, had questioned after-school officials about why the animator was transferred to another school despite the initial reports. According to her, officials responded that “they were giving him a chance, because the acts were only shouting.” She poignantly asks, “But what chance are we giving the children?”

A “Scandalously Treated” Case: Legal Questions Mount

The mother also denounced the “omerta” surrounding the animator’s transfer. Her lawyer, Me Louis Cailliez, expressed outrage: “How is it possible that an animator, already implicated for abuse in a school in the 7th arrondissement of Paris, could have been exfiltrated and quietly transferred after a simple reprimand, without the knowledge of the parents of both schools? There is not only a failure, but a scandalously treated trajectory.”

The City of Paris, in response to France Inter’s inquiries, stated that after the initial reports, “this agent, who at this stage had not been accused of any sexual violence, was then reprimanded for his professional conduct and the expectations of his position, and was assigned to another school with a forewarned and reinforced supervision.” An investigation by the General Inspectorate of the City has been launched.

The Broader Context: A Spike in Violence Reports

This case emerges against a backdrop of a significant increase in reports of violence in after-school programs, particularly in Paris. The incident at Volontaires kindergarten is not an isolated one, raising urgent concerns about the effectiveness of existing safeguarding protocols and the accountability of those responsible for child welfare.

The transfer of an animator with a history of misconduct, even if not yet involving sexual violence, to another school without full transparency to parents, represents a critical lapse in judgment.
